بیانیه رهبران گروه ۷ درباره تحولات اخیر در خاورمیانه

اقدامات بی‌ثبات‌کننده ایران باید متوقف شود

ما، رهبران کشورهای گروه G7، نگرانی عمیق خود را نسبت به وخامت اوضاع در خاورمیانه اعلام می‌کنیم و حمله مستقیم نظامی ایران علیه اسرائیل را که تهدیدی جدی برای ثبات منطقه محسوب می‌شود، به شدیدترین وجه محکوم می‌نماییم.

ما به صورت قاطع تعهد خود به امنیت اسرائیل را تکرار می‌کنیم. اقدامات بی‌ثبات‌کننده ایران در سراسر خاورمیانه از طریق گروه‌های تروریستی و شبه‌نظامیان مسلح از جمله حوثی‌ها، حزب‌الله و حماس و همچنین گروه‌های شبه‌نظامی وابسته به ایران در عراق باید متوقف شود. روز گذشته درباره تلاش‌ها و اقدامات هماهنگ برای جلوگیری از تشدید درگیری‌ها در منطقه گفتگو کردیم.

یک چرخه خطرناک از حملات و تلافی‌ها ممکن است منجر به تشدید بی‌مهار در خاورمیانه شود که به نفع هیچ‌کس نیست. از این رو، ما از همه بازیگران منطقه‌ای می‌خواهیم که با مسئولیت‌پذیری و خویشتن‌داری عمل کنند. ما از همه طرف‌ها تشویق می‌کنیم که به‌صورت سازنده برای کاهش تنش‌ها وارد عمل شوند. قوانین بین‌المللی بشردوستانه باید رعایت شود.

در آستانه سالگرد حملات حماس در ۷ اکتبر ۲۰۲۳، بار دیگر این اعمال خشونت‌آمیز و غیرموجه را به شدیدترین وجه ممکن محکوم می‌کنیم و در کنار خانواده‌های قربانیان و گروگان‌های گرفته‌شده توسط حماس می‌ایستیم.

همچنین ما بار دیگر خواستار برقراری آتش‌بس فوری در غزه، آزادی بدون قید و شرط تمامی گروگان‌ها، افزایش چشمگیر و مستمر کمک‌های بشردوستانه و پایان دادن به درگیری‌ها هستیم. ما کاملاً از تلاش‌های ایالات متحده، قطر و مصر برای دستیابی به چنین توافق جامعی، مطابق با قطعنامه ۲۷۳۵ شورای امنیت سازمان ملل، حمایت می‌کنیم. وضعیت در غزه فاجعه‌بار است و ده‌ها هزار نفر از جان‌های بی‌گناه از دست رفته‌اند. ما مجدداً بر ضرورت مطلق حفاظت از جمعیت غیرنظامی و دسترسی کامل، سریع، ایمن و بدون مانع به کمک‌های بشردوستانه به عنوان یک اولویت حیاتی تأکید می‌کنیم. ما به کار خود برای ایجاد شرایطی برای صلح پایدار ادامه خواهیم داد که به راه‌حل دو دولت منتهی شود؛ جایی که اسرائیل و فلسطین در کنار یکدیگر در صلح و امنیت زندگی کنند.

ما همچنین نگرانی عمیق خود را نسبت به وضعیت لبنان اعلام می‌کنیم. ما یادآور می‌شویم که نیاز به توقف فوری درگیری‌ها وجود دارد تا فضا برای راه‌حل دیپلماتیک در امتداد خط آبی فراهم شود، که مطابق با قطعنامه ۱۷۰۱ شورای امنیت سازمان ملل است. این تنها راه برای کاهش تنش‌ها، تثبیت مرز اسرائیل و لبنان، بازگرداندن کامل حاکمیت، تمامیت ارضی و ثبات لبنان، و بازگشت شهروندان آواره به خانه‌هایشان با امنیت و ثبات در هر دو سوی مرز است. ما از همه بازیگران می‌خواهیم که از جمعیت غیرنظامی محافظت کنند. ما متعهد به ارائه کمک‌های بشردوستانه برای رفع نیازهای فوری غیرنظامیان در لبنان هستیم.

همچنین تسلیت عمیق خود را به خانواده‌های قربانیان غیرنظامی در اسرائیل، غزه و لبنان اعلام می‌کنیم.

ما بر اهمیت سازمان ملل متحد در حل مناقشات مسلحانه و کاهش تأثیرات بشردوستانه در خاورمیانه تأکید می‌کنیم. در این راستا، نقش نیروی موقت سازمان ملل متحد در لبنان (یونیفیل) در بازگرداندن صلح و امنیت را به رسمیت می‌شناسیم. ما متعهد به تقویت حمایت خود از این مأموریت، مطابق با قطعنامه‌های مربوطه سازمان ملل هستیم.

ما به تماس‌های نزدیک خود با همه بازیگران برای تحقق این اهداف ادامه خواهیم داد.

G7 Leaders’ Statement on recent developments in the Middle East

We, the Leaders of the G7, express deep concern over the deteriorating situation in the Middle East and condemn in the strongest terms Iran’s direct military attack against Israel, which constitutes a serious threat to regional stability.

We unequivocally reiterate our commitment to the security of Israel. Iran’s seriously destabilizing actions throughout the Middle East through terrorist proxies and armed groups—including the Houthis, Hezbollah, and Hamas— as well as Iran-aligned militia groups in Iraq, must stop. Yesterday we discussed coordinated efforts and actions to avoid escalation in the area.

A dangerous cycle of attacks and retaliation risks fuelling uncontrollable escalation in the Middle East, which is in no one’s interest. Therefore, we call on all regional players to act responsibly and with restraint. We encourage all parties to engage constructively to de-escalate the current tensions. International humanitarian law must be respected.

On the eve of the tragic anniversary of Hamas’ attacks on October 7, 2023, we condemn once again in the strongest possible terms such unjustified acts of deliberate violence and stand with the families of the victims and the hostages taken by Hamas.

We also reiterate our call for an immediate ceasefire in Gaza, the unconditional release of all hostages, a significant and sustained increase in the flow of humanitarian assistance, and an end to the conflict. We fully endorse the efforts by the US, Qatar and Egypt to reach such a comprehensive deal, in line with United Nations Security Council Resolution 2735. The situation in Gaza is catastrophic, and tens of thousands of innocent lives have been lost. We reiterate the absolute need for the civilian population to be protected and that there must be full, rapid, safe, and unhindered humanitarian access, as a matter of absolute priority. We will continue working to set the conditions for a durable peace, leading to a two States solution, where Israel and Palestine coexist side-by-side in peace, with security for both.

We are also deeply concerned about the situation in Lebanon. We recall the need for a cessation of hostilities as soon as possible to create space for a diplomatic solution along the Blue Line, consistent with United Nations Security Council Resolution 1701. This is the only path to durably de-escalate tensions, stabilize the Israel-Lebanon border, fully restore the sovereignty, territorial integrity and stability of Lebanon, and return displaced citizens to their homes with safety and security on both sides. We urge all actors to protect civilian populations. We are committed to providing humanitarian assistance to address the urgent needs of civilians in Lebanon.

We also express our deep condolences to the families of the civilian victims in Israel, Gaza and Lebanon. 

We underscore the importance of the United Nations in resolving armed conflict and mitigating the humanitarian impact in the Middle East. In this regard, we acknowledge the role of the United Nations Interim Force in Lebanon (UNIFIL) to restore peace and security. We are committed to reinforce our support to the mission, pursuant to applicable UN resolutions.

We will continue to be in close contact with all actors to this end.
